Development of Tribal Governance in West Bengal Since 1990

Abstract

Tribal governance in West Bengal has evolved through decentralization, legal reforms, and greater community participation since 1990. A major milestone was the strengthening of the Panchayati Raj Institutions following the constitutional amendments of the early 1990s, which increased the participation of Scheduled Tribes in local governance through reserved seats in village councils. The state also implemented the Panchayats (Extension to Scheduled Areas) Act, 1996 only to a limited extent because most tribal regions in West Bengal are not officially classified as Scheduled Areas. However, the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 significantly improved tribal governance by recognizing individual and community forest rights and involving Gramsabhas in forest management. The establishment and strengthening of the West Bengal Tribal Development Department enhanced the implementation of welfare schemes in education, healthcare, livelihoods, and infrastructure. Tribal advisory mechanisms and development boards were also created to address region-specific issues. Overall, since 1990, tribal governance in West Bengal has become more participatory and development-oriented. Greater representation in local institutions, legal recognition of rights, and targeted welfare initiatives have improved governance, although stronger implementation and increased community empowerment are still needed to achieve inclusive and sustainable tribal development.
