Leadership Perspectives Reflected in the Policies of Ahilyabai Holkar

Abstract

Queen Ahilyabai Holkar was the ruler of Malwa from 1767 to 1795. She brought stability to the Malwa state during her reign through her excellent policies. Born in 1725 in the village of Chaundi in Maharashtra, she was a visionary ruler and a symbol of strong female leadership. She undertook various initiatives for the welfare of her state. Under her leadership, agriculture, irrigation systems, and industries flourished. She made the tax system people-friendly and transparent which strengthened the state's finances. Her economic policy, such as the "Nine-Eleven Law," was a unique initiative. Agricultural and irrigation schemes proved beneficial for farmers. To promote trade, she implemented several measures, such as reducing taxes on trade routes and promoting employment opportunities for local artisans. Furthermore, her administrative approach was also distinctive. She adopted a decentralized administrative system and empowered local officials, creating a transparent governance system in her state. This reflects her impressive administrative leadership. Ahilyabai also initiated several measures for women's empowerment. Her policies symbolized a commitment to justice, prosperity, and social welfare. This study analyzes the leadership perspectives derived from her policies. Her leadership clearly demonstrates numerous leadership qualities such as foresightedness, inclusivity, political acumen, ethics, decision making capability, determination, transparency, flexibility, fearlessness, people centric perspective, economic, administrative, and defense-related skills, which remain relevant for effective leadership in any organization today.

Abstract in Hindi Language: मालवा की रानी अहिल्याबाई होलकर ने 1767 से 1795 तक शासन किया। अहिल्याबाई होलकर ने अपने शासनकाल में उत्कृष्ट  नीतियों से मालवा राज्य को  स्थिरता प्रदान की। उनका जन्म 1725 में महाराष्ट्र के चांऊडी गांव में हुआ था। वे एक दूरदर्शी शासिका और सशक्त महिला नेतृत्व का प्रतीक थीं, जिन्होंने राज्य के कल्याण के लिए कई कार्य किए। उनके नेतृत्व में कृषि, सिंचाई व्यवस्था, उद्योग को बढ़ावा मिला, और उन्होंने किसानों के हित में कई योजनाए अपनाई । उन्होंने कर प्रणाली को पारदर्शी और लोकहितैषी बनाया, जिससे राज्य की स्थिति मजबूत हुई। उनकी आर्थिक नीति  जैसे "नौ ग्यारह कानून" उनकी एक अनूठी पहल थी। कृषि-सिंचाई योजनाएँ, किसानों के लिए लाभकारी साबित हुईं।  व्यापार को  प्रोत्साहन देने के लिए उन्होंने कई उपाय किए, जैसे व्यापार मार्गों पर कर कम करना और स्थानीय कारीगरों के रोजगार के अवसरों को बढ़ावा देना। इसके अलावा, उनका प्रशासनिक दृष्टिकोण भी विशिष्ट था। उन्होंने विकेन्द्रीकृत प्रशासन प्रणाली अपनाई और स्थानीय अधिकारियों को अधिक सशक्त बनाकर अपने राज्य में एक  पारदर्शी शासन प्रणाली बनाई। यह उनके प्रभावशाली प्रशासनिक नेतृत्व को दर्शाता है। अहिल्याबाई जी ने महिला सशक्तिकरण में भी कई पहल कीं। उनकी नीतियाँ न्याय, समृद्धि और समाज कल्याण के प्रति प्रतिबद्धता का प्रतीक थीं। यह अध्ययन उनकी नीतियों से प्राप्त नेतृत्व दृष्टिकोण का विश्लेषण  करता है। उनके नेतृत्व में दूरदर्शिता, समावेशिता, राजनीतिक सूझ-बूझ, नैतिकता, दृढ़ संकल्प, निर्णय लेने की क्षमता, विकेंद्रीकरण की प्रवृत्ति, पारदर्शिता, लचीलापन, जन-केंद्रित दृष्टिकोण, निर्भीकता, आर्थिक, प्रशासनिक एवं रक्षा-सम्बन्धी कुशलता जैसे अनेक नेतृत्व गुण स्पष्ट रूप से दिखाई देते हैं, जो आज भी किसी भी संस्था के प्रभावी नेतृत्व के लिए सहायक सिद्ध होते हैं।
